Adopted by City Council in 2023 (SMC 14.15), these rules will reduce disposable plastic packaging that is difficult to recycle, often ends up as litter, and pollutes streams, lakes, and Puget Sound.

These rules apply to food service establishments (businesses) engaging in business within Shoreline city limits. This includes any person or place that serves or sells food such as restaurants, coffee shops, cafes, bars, cafeterias, delis, grocery stores, convenience stores, caterers, vendors at fairs, food trucks, schools, hospitals, and health care facilities. See the full definition of food service establishment within the "Definitions" section below.

The new law also:

  • Requires businesses that offer both on-site and off-site dining to ask customers where they will be eating and drinking and use the required service ware
  • Has exemptions for specific single-use plastic service ware products including: catering trays, clear food wrap and shrink wrap, containers for uniquely shaped foods like cupcakes, and hot meat item containers
  • Provides a process for businesses to apply for a waiver from these requirements if they are not able to comply due to extraordinary circumstances
