Permit Applications
The list below shows the different permit types offered by Shoreline. Each application includes a checklist of the items needed to submit a complete application. Only applications that have all the needed items will be accepted. The items in the checklist's 'possibly required’ section have criteria that will determine whether they are necessary for submitting an application
In many cases, multiple checklists will be needed depending on your project description. We highly recommend setting up an intake appointment with one of our Permit Technicians to discuss your project before sending us your application.
Expand/Contract Questions and Answers
A Building Permit is required in order to construct an Accessory Dwelling Unit (ADU) or convert an existing space into an ADU. Please see Building Permit, below, for more information.

Forms
Administrative Design Review (ADR) is a process to seek departures from certain code sections; and is required for projects using the City’s Deep Green Incentive Program (DGIP). Please review SMC 20.30.297 for ADR criteria. Staff strongly encourages a Preapplication Meeting prior to submitting an ADR request.

A Building Permit is required in order to construct an Adult Family Home (AFH) or convert an existing space into an AFH. Please see Building Permit, below, for more information.
Adult Family Homes are also licensed by the State of Washington Department of Social and Health Services. The City inspects to ensure that the residence meets life safety or building code requirements.

Commercial/Multi-Family/Mixed Use
A Building Permit is required for new multifamily, mixed use, or commercial buildings. This checklist can also be used for additions to these types of buildings. Tenant Improvements should instead use the Building Permit – Tenant Improvement checklist.

Residential Addition
A Building Permit is required for home additions and work that will impact the exterior of the home, such as new or replacement decks, porches, patio coverings and awnings. It also covers conversion of existing unfinished or garage space to finished space, and new uninhabited detached spaces, such as detached garages and larger sheds. It does not include conversion of a house to a duplex.

Residential Interior Remodel
Painting, papering, tiling, carpeting, cabinets, countertops, limited siding repair and similar finish work does not require a Building Permit. Work that involves moving or making changes to walls does require a Building Permit. See the City’s Permit Exemptions handout to learn more about when a permit is required.
If a Building Permit is needed for your interior-only remodel, please review the items below. However, please note that this permit type does not include conversion of a house to a duplex. It also does not include finishing unfinished space, such as garages or existing unfinished basements. Those projects must follow the Residential New Build or Residential Additions Building Permit checklists, respectively.

Residential New Build
A permit is required for new residential buildings. This checklist should be used for new single-family detached dwellings, duplexes, triplexes and quadplexes. This checklist does not cover townhomes, please use the Townhome Building Permit checklist instead.

Tenant Improvement
This Building Permit is for tenant improvements to existing spaces and shell modification permits. It does not include commercial building additions.

This checklist covers the required submittal items for a Certificate of Appropriateness ("COA”). A COA is required for changes to Landmark properties. Before submitting a COA application, please email pcd@shorelinewa.gov to connect with a planner. The City of Shoreline has an Interlocal Agreement (ILA) with King County Historic Preservation staff who will formally process and review the COA, but the application is submitted to the City of Shoreline.

A permit required for tree cutting, land clearing, grading activities, or construction of storm drainage facilities, when such activities are not a part of another permit and are over specified thresholds in SMC 20.50.320 and not specifically exempt by SMC 20.50.310.

Checklists and Forms
Code interpretations are used to clarify definitions or items in the code that are unclear or uncertain. They can also be used in limited instances, defined in the code, to determine parking rates for unlisted uses, or whether certain unlisted uses are allowed.

Checklists and Forms
Modification of the text and/or maps of the Comprehensive Plan, usually done through an annual review. Plan amendments can be site-specific, typically accompanying a Rezone of Property application, or can be general amendments to the plan. Please review SMC 20.30.340 and SMC 20.30.345.
Your application should explain the need for the amendment, or provide other supporting data, research or materials that support the proposed amendment. Questions you may consider when crafting an amendment:
- Why is it being proposed?
- How does the amendment address changing circumstances or values in Shoreline?
- Describe how the amendment is consistent with the current Shoreline Comprehensive Plan, if inconsistent, explain why.
- How will this amendment benefit the citizens of Shoreline?

A Conditional Use Permit is required for establishing a new use at a property when that use is denoted with a “C” in the City’s use tables, and for certain expansions to such uses as outlined in SMC 20.30.300.

These are permits required for development in environmental critical areas only when the strict application of critical area regulations would otherwise deny all reasonable use of a property or would otherwise unreasonably prohibit the provision of public services. CARUPs are generally for private property owners while CASUPs are for public agencies and utilities.

A permit to allow the demolition of any structure that would require a building permit. A permit is not required for partial demolition related to a Building Permit. Multiple buildings or structures may be included on a single permit if they are located on the same parcel. Consider donating your vacant or abandoned building to the Shoreline Fire Department for training.

To define the development of property in order to implement framework goals to achieve the City's adopted vision as stated in the Comprehensive Plan. A development agreement is permitted in all zones and may modify development standards contained in SMC 20.50. A development agreement in the MUR-70' zone may be approved to allow increased development potential above the zoning base height maximum.

Fire - General Permit

Required for all new Motor Fuel-Dispensing Facilities or modifications to Motor Fuel-Dispensing Facilities including pump/tank and or canopy modifications or additions.

A minor change to a lot line between existing lots which results in no more lots than existed before the lot line adjustment. All lots involved must be proper lots, tracts, parcels, sites or divisions – properties which were not established in accordance with City of Shoreline, King County, or state regulations are not eligible.

A permit required to establish site specific development standards for Campus zoned properties or Essential Public Facilities subject to specific criteria in SMC 20.30.353. Master Development Plans incorporate proposed development, redevelopment and/or expansion of uses as authorized in SMC 20.40.150.

A permit to allow the installation of mechanical systems, such as heating and air conditioning. This permit also covers plumbing permits, which are for the installation of plumbing systems and individual fixtures, such as toilets, sinks and backflow/cross-connection devices.
Multifamily, Mixed Use and Commercial Mechanical/Plumbing Permits- Work in multifamily, mixed use and/or commercial buildings requires additional materials that are not required for residential work.

Residential Mechanical/Plumbing Permits- Work in residences requires only a Mechanical/Plumbing Application and Critical Areas Worksheet, no additional materials are required (therefore, there is no submittal checklist).
This permit is generally used for retaining walls and rockeries, but can also be used for other miscellaneous structures requiring a permit to determine compliance with the building code.

Neighborhood Block Party - National Night Out (NNO)
This submittal checklist packet provides information requirements for submitting your application for a National Night Out (NNO) Block Party. This permit type is required for any block parties associated with National Night Out for Community (NNO) on the first Tuesday of August. Includes any block parties occurring within a month before or a month following National Night Out.

Neighborhood Block Party - General Block Party

Per SMC 20.50.260, an Outdoor Seating Permit is required for outdoor seating areas on private property for brewpubs, eating and drinking establishments, microbreweries/microdistilleries and the like. A Building Permit may also be required if structures are proposed.

A plat alteration is processed when a property owner desires to “alter” an approved subdivision in any way; particularly, the removal of plat restrictions and changes to the plat drawing such as removal of setbacks. Since Shoreline Municipal Code (SMC) doesn’t specify a process for plat alterations, the City will utilize the procedure and process specified in the Revised Code of Washington (RCW 58.17.215).

A Preapplication Meeting is a preliminary meeting with staff to discuss a development proposal. The applicant receives written comments from staff outlining issues and permitting processes following the meeting. It is often used for “due diligence” on specific proposals. Preapplication meetings are required prior to applying for a permit for work in or around environmentally critical areas (steep slopes, streams, wetlands, etc.) and any Type B or C applications.

Right-of-Way Site
A right-of-way site permit is required for the construction or placement of privately owned structures or other private use of the right-of-way.

A permit to allow the use of the public right-of-way for special events such as, a large street party hosted once a year for a recognized neighborhood association; or a street parade hosted by the school district. Please see Neighborhood Block Party Permit, above, for smaller-scale events.

Subdivision Vacation
A subdivision vacation is processed when a property owner desires to a nullify part of, or a complete, previously recorded subdivision, short subdivision, or binding site plan. The Shoreline Municipal Code (SMC 20.30.427) sets forth the process for subdivision vacations, which are in accordance with the Revised Code of Washington (RCW 58.17.212).

Wastewater - Developer Extension Agreement
Developer Extension Agreements serve as contracts between the City of Shoreline and a property owner, person, and/or developer that sets forth terms and conditions for a developer extension for wastewater service, including plan review, inspection, construction, costs, conveyance of title, easements, and warranty.
