2024 Comprehensive Plan Update
The City of Shoreline has released the 2024 Comprehensive Plan Final Environmental Impact Statement (FEIS), which assesses how to meet its growth targets for population, housing, and employment by 2044. The draft Comprehensive Plan, titled "Shoreline 2044—Picture It! Plan It! Build It," includes updates to align with regional and state policies and guides the city's development over the next 20 years. It addresses various topics like environment, land use, housing, transportation, and more.
On November 18, 2024, the City released the updated version of the draft Comprehensive Plan.

Notice of Public Hearing - Comprehensive Plan Update
Project Description: The City of Shoreline is conducting a public hearing to provide a recommendation to Council for the 2024 Comprehensive Plan update which per RCW 36.70A.130(5)(a) must be completed by December 31, 2024.
Public Hearing date, location, how to attend: The Planning Commission of the City of Shoreline will hold a Public Hearing during a regular meeting of the Planning Commission on November 21, 2024, at 7:00 p.m. The public hearing will be held in person and virtually using an online application.

Notice of Public Hearing - Comprehensive Plan Update - Development Code Amendments
Project Description: The City of Shoreline is conducting a public hearing to provide a recommendation to Council for Development Code amendments to implement the periodic update to the Comprehensive Plan (“Plan”) to cover the 20-year period from 2024 through 2044. Details for the Public Hearings can be found below.

Comprehensive Plan amendment proposals due by December 1, 2024
Every year, the City goes through a Comprehensive Plan amendment process. The annual amendment process is an opportunity for you to propose changes to Shoreline’s Comprehensive Plan. Proposed amendments usually address changing conditions or emerging issues.
If you have a change you would like to see in the Comprehensive plan, you can send your proposed changes to the City’s Planning and Community Development Department. You can find Comprehensive Plan Amendment Application materials on the City’s website at shorelinewa.gov/compplan.
To be eligible for consideration, you must submit your application by 5:00 p.m. December 1, 2024.

When you think of Shoreline 20 years from now, what do you picture? Over the next two years, the City will involve community members on important topics, such as:
- How and where we will grow
- How to protect Shoreline's natural features including trees, shorelines, and critical environmentally sensitive areas
- What kinds of housing and jobs will be available
- How we invest in parks, transportation, public infrastructure, and social services
- How do we include all cross sections of the community, especially those that have never participated in this type of project before
These are vital parts of Shoreline’s Comprehensive Plan, a tool that helps us picture our city in the future – one that is a thriving, friendly city where people of all ages, cultures, and economic backgrounds love to live, work, play, and call home.
The City of Shoreline is updating its Comprehensive Plan and we need your input! The Comprehensive Plan describes the community’s vision and reflects community values for the next 20 years. The goals and policies included in this Plan will guide the City’s future decision-making and how facilities and services will be maintained or improved for a growing city with more people living and working in Shoreline.
Shoreline is a growing, diversifying city.
Approximately 60,320 people call Shoreline home today. We currently have 25,241 housing units and are anticipated to need an additional 13,330 housing units by 2044. Most of Shoreline’s households are only one or two people, renters and homeowners included. About 63% of Shoreline residents own their homes, while 36% are people who rent. As housing in the region becomes more expensive, the amount of people who rent continues to grow.
We’re also seeing changes in the demographics of our residents: some 32% of Shoreline residents identify as People of Color, 25% were born outside of the US, and 27% speak a language other than English at home. These are very different demographics than when we incorporated as a city back in 1996.
Shoreline is quickly evolving.
The world has changed significantly from Shoreline’s early days of incorporation in the mid-1990s. We understand our interconnectedness through challenges like pandemics, extreme heat events, wildfire smoke, a housing shortage sending home prices skyrocketing, and how the legacy of systemic racism continues to impact our community today. We also experience our interconnectedness through joyful experiences, such as cultural celebrations, local food production, and our city’s natural beauty. To face new challenges while preserving what makes Shoreline special, we will take a proactive approach to planning and developing the future of our city.
Shoreline is a welcoming place for all.
Through measures, such as Resolution No. 401, which declared Shoreline to be an inviting, equitable, and safe community for all, and Resolution No. 467, which declared the City’s commitment to building an anti-racist community, Shoreline has stated that it seeks to actively “…undo all the ways racism is maintained in individual, institutional, and structural levels by changing policies, behaviors, and beliefs.”
Shoreline is taking a look at housing policies and regulations that result in racially disparate impacts. As part of this work Shoreline has conducted a racial equity analysis looking at demographics, housing data and housing goals and policies. The work done so far can be seen in the Draft Racial Equity Analysis.
