The first phase of the 145th Street Corridor Project and the 145th Street and I-5 Interchange Project are construction projects that support the recommendations of the initial master corridor plan. These two projects share a common project boundary at 1st Avenue NE and will be constructed at the same time, the City has decided to combine the Interchange Project and 145th Street Corridor Project Phase 1 into a single contract for construction. Having one general contractor for both projects will improve traffic control through the work zone and will eliminate conflicts having two contractors in the same area.

Project Overview

The City of Shoreline is designing improvements for SR-523 (N/NE 145th Street) between Linden Avenue N, including a transition to Linden Avenue/Interurban Trail and Interstate-5 (I-5). The 145th Street Corridor Project will widen 145th Street to accommodate design elements that will significantly improve traffic operations, safety, and mobility throughout the corridor.

Construction of this corridor project will occur in three phases. Design of the three phases was completed to the 60% level in May 2021.

Phase 1

I-5 to Corliss Avenue N 

Phase 1 construction began April 1, 2024. Construction is scheduled to be completed in September 2025. This scheduled completion date is subject to change. For construction updates and to sign up for weekly construction update emails, visit Engage Shoreline.

Phases 2 and 3

Corliss Avenue N to Linden Avenue N 

Phases 2 and 3 are funded for design and will require additional funding for right-of-way and construction. We are beginning the work of re-engaging on design. Initial work will include:

  • Review of the current plans
  • Development of an outreach plan
  • Engaging an arborist to reassess trees in the project area
  • Work with a consultant team to review tree impacts and opportunities to minimize removals and increase opportunities for replanting

The City currently anticipates Phases 2 and 3 final design and right-of-way work to be completed in 2025, and construction in 2026-2027.

In support of this project, design of an adjacent, off-corridor bicycle network will begin in 2024, and construction in 2026.

Project Funding

The design and environmental work for all three phases of the project is estimated to cost approximately $9.65 million, with the vast majority of project funding through a combination of federal and state grants, and a small percentage of local funding. Overall costs from design through construction are currently estimated at $69.56 million. The City has secured funding for the Phase 1 segment from I-5 to Corliss Avenue. The City was awarded a Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant for $20 million dollars which finalizes the funding required to complete Phases 2 and 3.

Additional Information and Resources

In 2015-2016, the City of Shoreline conducted the 145th Street Multimodal Corridor Study to evaluate current conditions for all users of the corridor and consider transportation demands that will be the result of a future light rail station at approximately 148th Street and I-5. By working closely with the community and key stakeholders, the City tailored the improvements to maximize benefit while keeping community impacts to a minimum.

As a result of this study, the City received federal funding for this project and the I-5 Interchange area. A third section of the corridor from I-5 east to Bothell/Lake City Way, part of Sound Transit 3, was approved in November 2016. Sound Transit will be addressing improvements on this eastern portion of 145th Street to incorporate Bus Rapid Transit (BRT) service, working with the City to engage the community and gather feedback from the public.

There are many transportation improvement projects in development that are anticipated to redevelop the 145th Corridor between Linden Avenue and I-5 in the coming years. These transportation improvement projects are being developed by the City of Shoreline, Sound Transit, WSDOT and the City of Seattle. In addition, there are also private developer projects between Meridian Avenue N and I-5 that are and will be constructing higher density mixed-use residential buildings along the corridor.
