Engineering Development Manual

The Engineering Development Manual (EDM) is a supplement to the Shoreline Municipal Code. The EDM provides information to help with the processes and requirements that apply to private development.

The 2024 Engineering Development Manual (PDF), effective March 20, 2024, has five divisions that provides standards and policies on the following topics:

Division 1: Administration
Division 2: Right-of-Way
Division 3: Surface Water
Division 4: Wastewater 
Division 5: Construction and Inspection

All permit applications completed on or after March 20, 2024 must meet standards in the 2024 EDM. The 2024 EDM Summary of Revisions (PDF) provides a high-level summary of revisions made from the previous EDM version.

The City has adopted the standard plans and notes in the links below.

Future Revisions

The EDM will be updated on an annual basis to incorporate changes in development code, comply with NPDES permit requirements, meet current development needs, and revise formatting.

The estimated timeline for the annual EDM update process is:

  • July 1: Deadline for public comments on the current EDM. (The Final 2025 EDM is currently closed to comments.)
  • November 1: A draft updated EDM is published for additional comment.
  • December 1: Deadline for public comments on the draft EDM.
  • March 1 of the following year: The final EDM is published and becomes effective.
