Hydraulic Permit Approval (HPA) and Army Corp permits have been acquired with the completed 60% plan set. Work for final utility provider coordination and property owner coordination is anticipated for the next several months as we move toward a 90% plan set. We still anticipate going out for bid in late 2024 and construction in mid-2025.

Overview and History

This project will design and construct a new culvert crossing at the Barnacle Creek crossing along 23rd Place NW. Additionally, the project will include new storm drains where necessary along 23rd Place NW. The new culvert will be designed as required by regulatory stakeholders in relation to environmental needs, while addressing embankment stabilization concerns.

Barnacle Creek / NW 204th Street Project

In April 2018, the City performed emergency repair work to temporarily address roadway embankment stabilization concerns for a rockery retaining wall along the west side of NW 204th Street on the downstream side of the Barnacle Creek culvert crossing. The repair was located just south of the three-way intersection of NW 204th Street, NW 205th Street, and 24th Avenue NW at the northern boundary of the City. The City obtained an expedited Hydraulic Permit Approval (HPA) from the Washington Department of Fish and Wildlife (WDFW) to perform work within the stream. 

While the emergency improvements effectively addressed near-term issues, the stability of the rockery and roadway embankment and stream erosion at the culvert outfall remain long-term concerns. One of the conditions of the expedited HPA was that the City needed to make a preapplication for a Standard HPA for a longer-term solution to the erosion and stability issues no later than April 30, 2023. 

As an emerging need in late 2018, this project had not been evaluated under the 2018 Surface Water Master Plan (SWMP) and accordingly appears as an “underfunded project” in the City’s 2021-2026 Capital Improvement Plan (CIP). The Surface Water Utility has since recognized this project as a high priority and budgeted for this project to begin design in 2022 with construction scheduled for 2025. The City’s 2023-2024 biennial budget and 2023-2028 CIP formalized the committed funding for this project.

Tree Impacts

Twelve trees will be removed for this project: 7 arborvitaes, 3 cottonwoods, 1 (10”) alder, and 1 (8”) cedar. All removals are necessary to complete the grading to meet WDFW fish passage requirements and to make long-term habitat improvements. All removed trees will be reused in the project as woody debris and slash in the stream channel and 36 new trees will be planted.
