Construction suspended awaiting long lead time items and electrical service. 

Update: As of November 8th, the City’s contractor has confirmed SCL has brought power to all sites.  Work at all sites except for Site #12 will by complete early next week and can be brought on-line once King County inspections are passed. We anticipate those sites coming on-line within the next few weeks. The next website update will include additional information about Site #12 timelines and any further outstanding work or corrections. 

The rectangular rapid flashing beacons throughout the project are currently awaiting electrical service connection from the utility provider (Seattle City Light). We are told that service connection will happen sometime in September, so we are expecting the beacons to be fully operational by mid-October at the latest. 

This City-wide pedestrian safety project will install pedestrian-activated rapid flashing beacons at up to 9 intersections and add radar speed signs at 3 intersections listed below. The project will also improve pedestrian safety along Richmond Beach Road between 8th Avenue NW and 3rd Avenue NW by adding lighting and a mid-block crossing.

Anticipated 2024 Construction Timeline

Construction began in late September 2023.The anticipated schedule is likely to change. 

Completed to Date 

  • Underground and site restoration is 95% complete at all RRFB intersections 
  • Seattle City Light utility pole connections and associated underground at all sites, remaining site restoration. Service Cabinets to be installed at multiple sites as they arrive. The project has entered suspension to wait on long-lead items.  
  • Seattle City Light electrical service and RRFB pole and hardware installation at sites #1 through #11. Punch-list work. 

Outstanding Items to Date 

  • The project has entered been suspended for the next 1-2 months to the following: 
    • Material delay: Service Cabinets (installed at multiple sites as they arrive).
    • Material Delays have pushed out installation of Solar Powered Radar Speed Signs at sites #12, #13, and #14. 
  • Seattle City Light Connection Services at Sites 1 – 11 
    • Sites are waiting to be connected to power by Seattle City Light
  • Final inspection of each site by King County Streets Division
  • Punch List Work by the contractor
Project Overview

This project is a citywide safety project that includes improvements at multiple intersections to improve pedestrian and cyclist safety. These improvements include:
  • Sites #1 & 2: A mid-block pedestrian crossing at Richmond Beach Road between 3rd Avenue NW and 8th Avenue NW including a refuge island, Rectangular Rapid Flashing Beacons (RRFBs), improved pedestrian lighting, and Americans with Disabilities Act (ADA) compliant curb ramps.
  • RRFB installation at existing crosswalks for nine (9) intersections throughout the City. Location of intersections:
    • Site #3: NW Richmond Beach Road and 12th Avenue NE
    • Site #4: N 200th Street and Ashworth Avenue N
    • Site #5: N 185th Street and Ashworth Avenue N
    • Site #6: Meridian Avenue N and N 192nd Street
    • Site #7: Meridian Avenue N and N 180th Street
    • Site #8: 1st Avenue N and N 195th Street
    • Site #9: 5th Avenue NE and N 195th Street
    • Site #10: Meridian Avenue N and N 150th Street
    • Site #11: 15th Avenue NE and NE 148th Street

Funding

This project is being funded primarily by a federal grant and supplemented with local Roads Capital funds. The City was awarded a Highway Safety Improvement Program grant from the 2018 City Safety Program with the Washington State Department of Transportation (WSDOT). 90 percent of eligible costs in the design phase and 100 percent of eligible costs in the construction phase will be covered by the federal grant with the remaining provided by the local Roads Capital fund.

Community Outreach

June 2023: The City mailed a Construction Notification Postcard to over 2,577 residents near the project sites.

April 2022: The City mailed a Design Starting Postcard to over 2,600 residents near the various Project sites.

May 2022: The City mailed targeted Notification Letters to approximately 350 residents near the various Project sites.
