The Surface Water Utility addresses both water quantity (flood control) and water quality (pollution) problems through the following services. 


Inspections and Maintenance

The Utility monitors and maintains drainage systems throughout the City to keep water flowing, reduce flooding, and reduce pollution from urban rainwater that flows back into natural streams, lakes, and Puget Sound.

Water Quality Information and Alerts

The Utility monitors natural water bodies such as Echo Lake, Hidden Lake, Thornton Creek, and Boeing Creek for bacteria levels, toxic algae blooms, and other water quality indicators. This monitoring helps us understand if Shoreline's natural waters are healthy and safe for wildlife and human recreation. 

Source Control Program

Starting in 2023, the Surface Water Utility will inspect private and public properties that conduct activities that may have the potential to pollute natural waterways. The Utility also offers programs and assistance to help businesses prevent pollution and develop better environmental practices.   

Private Stormwater Facility Self-Certification Program

Some property owners can certify that they have completed any needed maintenance on the stormwater systems located on their property. Eligible property owners will receive a letter from the City providing information on how they can self-certify.

Flood Response

Report active flooding to the City of Shoreline: (206) 801-2700. The City offers flood response 24/7 and free sandbags to residents. The Utility monitors the water level at Ronald Bog and reports levels here. Learn more about what you can do to protect your home and property from heavy rainstorms.

Spill Response

The Utility provides spill response and clean up to prevent pollution of our local streams, lakes, and Puget Sound.

Floodplain Development Management

By regulating development in flood-prone areas, the City maintains compliance with FEMA regulations, allowing properties in Shoreline to access flood insurance through the National Flood Insurance Program. Visit the link above to learn how this might apply to your home or development.
