The Comprehensive Plan is updated about every 10 years. The 2024 update is now underway. Details about the plan update are available on the Picture It: Shoreline 2044 webpage.
The Comprehensive Plan is a 20-year plan that articulates the community's vision and is a reflection of community values. The goals and policies included in this Plan provide a basis for the City's regulations and guide future decision making as well as address anticipated populations and employment growth and how facilities and services will be maintained or improved to accommodate the expected levels of growth.

Shoreline Master Program
In 2013, the City adopted a Shoreline Master Program consistent with Department of Ecology (DOE) guidelines. The Shoreline Master Program focuses on ways to protect shoreline natural resources and promote public access. Local master programs regulate new development and use of "shorelines of statewide significance" within their jurisdictions. In 2019, the City amended the City of Shoreline Comprehensive Plan to add a new section, Section 10 Shoreline Master Program and Shoreline Master Program Support Analysis.
