The City Manager appointed 13 community members to serve on a Financial Sustainability Advisory Committee-2022 (FSAC-22). FSAC-22 members represented a broad range of Shoreline residents and issues as well as community organizations, such as immigrant and refugee communities, communities of color, neighborhoods, Shoreline businesses, human services organizations, and recreation programs.

FSAC-22 held six meetings to consider whether the City should seek replacement of the 2016 Levy Lid Lift on the November 2022 General Election ballot. Using FSAC-22’s input, the City Manager will develop recommendations for replacement of the Levy Lid Lift to be reviewed by the City Council with potential action on next steps during the summer of 2022.

Background

City Council accepted the City’s 10 Year Financial Sustainability Plan (10YFSP) in 2014. It included a strategy for engaging Shoreline residents in a discussion regarding the possibility of renewing the 2010 property tax levy lid lift, which allowed the City to increase property tax by inflation rather than the 1% legal limit.

In 2016, the City Manager formed a Financial Sustainability Citizen Advisory Committee (FSCAC) for input prior to seeking Council approval to place a levy lid lift on the ballot. After evaluating the 10YFSP, the FSCAC recommended that the City seek renewal of the levy lid lift. The Council placed that measure on the ballot and Shoreline voters overwhelmingly approved the measure. The six-year levy lid lift approved by voters in 2016 expires in 2022.

To continue implementation of the 10YFSP’s strategy of engaging residents and interested stakeholders every six years, the City Manager will appoint community members to serve on a Financial Sustainability Advisory Committee-2022 (FSAC-22).
