Overview
The City is currently updating its Transportation Master Plan which was last updated in 2011. The update process will ultimately result in two products:
- The Transportation Element (TE) - As required under the Washington State Growth Management Act, the Transportation Element is the compliance document that is adopted into the Shoreline Comprehensive Plan (Comp Plan), the centerpiece of local planning. The updated TE was adopted into the Comp Plan on November 28, 2022 under Ordinance 975. The TE contains Shoreline transportation vision, goals, and policies, and an analysis of existing and future transportation networks. It also includes the project prioritization process and a list of funded and unfunded priority projects over the next 20 years. Adoption of the TE was early work for the overall update of the Comp Plan which must be completed by 2024.
- The Transportation Master Plan (TMP) – The TMP builds on the framework of the TE, providing additional guidance for implementing projects, programs, and policies. It will serve as a more “user-friendly” guide to the Shoreline transportation vision and goals. The final TMP is still being developed.
The TMP/TE supports all forms of travel – including by foot, bicycle, skateboard, scooter, stroller, wheelchair, transit, motorcycle, and automobile. Together, the TMP and TE updates will provide a framework to guide investments in existing and new transportation infrastructure and programs over the next 20 years in accordance with the community’s transportation priorities and maintain the City’s eligibility for pursuing future grant funding.
The update process was first introduced to the public as the TMP Update. During initial steps of the update, the City determined to separate the TE compliance component and adopt it separately into the Comp Plan. The TMP will provide additional guidance that is more easily amended outside of the Comp Plan as new information comes to light. On-going analysis and three public outreach series have informed the development of both the TE and TMP policies and project list.
As stated, the TE has been adopted. The TMP remains on a separate path for adoption in 2024.
Following are important Council dates that led to the adoption of the TE:
August 15, 2022 - Presentation of the Draft TE (including project list).
September 12, 2022 - Follow-up with any changes to the Draft TE as it relates to the financially-constrained priority project list and any other significant changes.
October 6, 2022 – A Public Hearing on the Comp Plan Amendment Docket (includes the TE). The staff report for the Planning Commission October 6 meeting and Public Hearing describes the amendment process and an overview of the TE (the actual final draft TE is Amendment #1 – pdf pages 28-110).
November 14, 2022 – Comp Plan Amendment Docket discussion.
November 28, 2022 – Comp Plan Amendment Docket adoption (TE is adopted).

Schedule
The updated TE was adopted by Council on November 28, 2022 under Ordinance 975. With the unbundling of the TE and TMP, the adoption for the TMP schedule has shifted slightly with TMP adoption now expected in 2024. This extension allows the team to conduct an Outreach Series 4 and finish several TMP related items.
To date, the project team has assessed existing conditions and needs; conducted Outreach Series 1, 2, and 3; developed the TMP Vision and Goals; created a project evaluation framework; developed the preferred auto level of service policy; developed the Automobile, Pedestrian, Bicycle, Transit and Shared-use Mobility Hubs Plans; prepared a transportation project list with prioritization analysis; and prepared the final adopted TE Update.
Outreach Series 3
A third round of public participation for the TE/TMP Update concluded in April/May 2022, focusing on draft travel mode plans (auto, bicycle, pedestrian, shared-use mobility, and transit) and criteria for prioritizing draft transportation projects. The outreach included a survey which was completed by over 400 participants. Results of the survey and information on this outreach series can be found in the Outreach Series 3 Summary. Outreach Series 2
A second round of public participation for the Transportation Master Plan (TMP) Update concluded in July 2021; it focused on the transportation network elements for cars, pedestrians, bicyclists, and transit.

- A Summary Report outlines information from the various community participation events in Outreach Series 2, including survey results from approximately 700 participants, and this information is published in the Outreach Series 2 Summary.
Outreach Series 1
The City conducted two online open houses and several neighborhood meetings along with a public survey about travel needs and priorities. If you did not get a chance to attend a meeting, please view a recording of the presentation.
Approximately 500 people participated in the online survey and about 130 attended a presentation. A summary of the outreach efforts and public input is available to review in the Outreach Series 1 Summary.
