Richmond Highlands Park closed for improvements
NOTICE OF TREE REMOVAL: A Western red cedar is scheduled to be removed on November 13, 2024 on Linden Ave N to make way for frontage improvements at Richmond Highlands Park.
Richmond Highlands Park will be closed for improvements beginning October 22, 2024. Planned improvements include a parking lot with lighting, frontage improvements, walkways, a sensory trail, a multi-sport court, a play area, a picnic shelter and tables, new plantings, and more! The Richmond Highlands Recreation Center will be open during construction.
Shoreview Park off-leash dog area closed through the spring of 2025
Shoreview off-leash dog area and the parking lot are closed to the public through spring 2025 for planned improvements to all areas of the dog park. Please do not park on Shoreline Community College property during this time as you may be towed. Public parking is still available in other areas of Shoreview Park. Pedestrian access to upper trails will be available around the construction area. Please do not attempt to cross construction fencing to access the park during this time. We apologize for any inconvenience this may cause and are working quickly to make improvements and reopen as soon as possible.
Ridgecrest Park now open
Ridgecrest Park is the first of eight 2022 Parks Bond projects to be completed. Come and check out the new amenities including an off-leash dog park and playground.
Project Phases
Bundle 1:
- Ridgecrest Park - Reopened June 2024.
- Kruckeberg Botanic Garden - New boardwalk reopened August 2024.
- Shoreview Park - Off-leash dog area closed through spring of 2025.
Bundle 2: Permit review with a target start date of fall 2024.
- Richmond Highlands Park - Closed for improvements October 2024.

Bundle 3:
- Briarcrest Park: Construction scheduled to begin fall-winter 2024.
- Hillwood Park: Construction scheduled to begin spring 2025.

Project Overview
In February 2022, the Shoreline community passed the Proposition 1 Bond measure, that among other improvements within the City included improvements to eight of the City's parks. Brugger's Bog, Briarcrest, Hillwood, Richmond Highlands, James Keough Park, Ridgecrest, Shoreview, and Kruckeberg Botanic Gardens will all receive capital improvements. To streamline the permitting and construction process, we are bundling projects based on their scope and permitting requirements. We anticipate substantially completing all park improvements by December 2024.

Tree Impacts
The Parks Bond Projects create exciting opportunities to provide needed improvements to Shoreline Parks including accessible walking paths, playgrounds, spray parks, benches, off-leash dog areas, picnic shelters, and frontage improvements. Unfortunately, we cannot conduct these improvements and install accessible walkways without some impact on existing trees. Currently, we anticipate that these construction projects will remove a combined 43 existing trees, most of which are identified as non-native, diseased, hazard, or unavoidable in planned designs.
These estimates will change as we progress with park designs. We have conducted arborist reports that include revegetation plans and have been working closely with staff at Kruckeberg Botanical Garden to minimize the impact on trees, vegetation, and the garden collection as a whole. We’ve been able to retain most of the existing 1,526 trees within the project areas, while planning to plant new native trees at the parks.
